albania to attempt bond issuance to raise 300m euros

Albania is currently tendering for a bond management company in a bid to sell off bonds worth 300 million Euros. Approximately 200 million of the cash raised will be going towards refinancing and prepaying the costly loan Albania took last year, when it had to abandon a similar bond emission because of the global financial crisis.
At the time the Albanian government had come under criticism for taking the syndicated loan, in order to press on with the Kosovan highway, but in reality it was nothing more than a necessary hardship in order to stimulate the economy and ride out the crisis.
The decision to upgrade the highway to Kosovo into a super-highway, to coincide with the increased capacity of Albania's largest Duress port to which it linked Kosovo, was a gutsy one, time will tell if it was a good one in the short-term. The new highway will speed up transportation of goods from land-locked Kosovo, which can only increase revenues from the port, as well as tourism to Albania's coastline.
A lot now depends on whether this bond issuance is successful. If it is they can refinance and prepay segments of the loan, reducing the debt burden. If this can be done then all will be praised for their forward thinking in pressing on with the super-highway that really can't fail to make the Albanian economy one of the fastest growing in the region in the coming years.
If the bond issuance doesn't float, then the government will need to do some serious cost-cutting and this will put pressure on the economic recovery, highway or no highway.
